CWEF – THE ORGANIZATION

What is CWEF, and how did it begin?

The late Dr. Guru Mathur, Professor of Chemical Engineering at the University of Windsor, envisioned this organization. The shortage of funds available to widows in India for the education of their children agitated his mind. The seeds to make a difference in the lives of these unfortunate widows stayed in the minds of some individuals. CWEF started operating in 1996 as a chapter of another charitable tax-exempt organization named Vishvas (formerly Saraswati Vishvas Canada). Finally, CWEF was conceived and founded by Drs. Ronald Baron, Daniel Britten, Richard Caron, Om Chandna and Purna Kaloni in the year 1998. 

 

What is the primary goal of CWEF?

The primary goal is to assist in the education of impoverished children and to break the cycle of child labor and poverty.

Does CWEF have any paid employees?

No.

Does CWEF receive funding from any government or corporation?

CWEF does not receive any government funding.

What percentage of total funds donated reaches the needy?

Of the total donated funds, nearly 100% reaches the needy.

How does one become a member of CWEF?

A committed donor becomes a member following approval by the Board of Directors of CWEF.

Are donations to CWEF tax deductible?

Yes!  If you are a Canadian taxpayer, all donations to CWEF are tax deductible.

INDIAN CHAPTER OF CWEF

 

What is the primary goal of the Indian chapter of CWEF?

The primary goal of the Indian chapter of CWEF is to help needy widowed mothers in India for education of their children.

How does the Indian Chapter of CWEF decide who is eligible for help?

Board of CWEF approves choice of a school recommended by ‘Assistance to Widows Committee (ATWC)’. ATWC recommends a school if (a) it is sponsored by a donor or a group of donors who commit to financially bear 100% of financial cost for this school, the school Principal agrees to become a volunteer for CWEF and agrees to provide needed paperwork by CWEF. Once a school is chosen, all needy widowed mothers whose children study in this school are assisted.

What amount of assistance is provided to a mother for the education of her child?

 If a mother has:

      - one child, she receives  4,400 rupees per year

- two children, she receives 6,200 rupees per year

- three or more children, she receives  7,500 rupees per year 

Is there any standard of academic performance required from students receiving assistance?

-         Mothers of up to 15% of all children, on recommendation of the Principal, in a school whose academic performance was excellent during previous academic year, get an additional sum of 300 rupees. If a child fails a class, assistance is decreased to 1,500 rupees per year until the class is passed.

For how long does CWEF support the education of a child?

CWEF supports the education of a child for as long as the child keeps studying. CWEF supports a child’s education in school, college and university or for any other professional education.

Do donors have access to any communications from the children that they help?

Yes.  All of the correspondence received from children, mothers and principals is available to donors.  Any donor can view this correspondence by fixing an appointment with the Secretary of CWEF. 

What is the procedure for assisting widowed mothers in India for the education of their children?

School Education

CWEF works through the school principals, who volunteer their services, and relies on information provided by them. These volunteers follow our directions to determine which needy widowed mothers require help for the education of their children. The procedure involves the following:

ATWC (Assistance to Widows Committee) receives academic results for all students, whose mothers received assistance for previous academic year. ATWC also receives new applications from mothers whose children are new students in school. The committee reviews the results and new applications. Excel sheets for this school are prepared with amount of assistance assigned for each mother. Selected Rotary Clubs and the society Homes for Orphans are intermediary organizations for CWEF. Cheques in the names of mothers are couriered to the principals of schools by these organizations. A principal gives cheques to mothers and obtains receipts from them for the intermediary organization that sent cheques to him.

 

Post Secondary Education

CWEF continues assisting a mother for the education of her child after higher secondary school education if this mother was assisted for the education of this child in school. This education must be for obtaining degrees and diplomas from recognized institutions.

Such a student directly provides the needed paper work. A student is informed that CWEF must receive the following from him/her before September 15:

 

• A filled in application only for first year of post-secondary education.

• Transcript/result of the previous academic year to be sent every year signed and stamped by his/her college Principal.

• A certificate from the college Principal on college stationery stating that the student is enrolled in college.

• A letter from his/her mother and from him/her keeping members of CWEF informed about the role of assistance for betterment of their lives.

 Assistance in the name of a mother is sent to the college Principal.

By what time each year should I donate if I intend for my contribution to help children in the current academic year?

CWEF’s fiscal year end is the end of July.  The academic year in India may vary from one region to another, but it is already underway for most by the month of July. Donations received by the end of July can be sent to India to help children in their current academic year.  Donations received after this will be applied towards the following academic year.

Are there any other charities that also assist widows for the education of their children in India?

There may be many charities in India that are doing their best for the cause.

CWEF knows about one such charity outside of India.  This charity is in the U.K.  It is The Shrimati Pushpa Wati Loomba Memorial Trust.  The website for this charity is:

HFO – CWEF INDIAN CHAPTER’S INTERMEDIARY

SOCIETY IN INDIA

 

What is HFO, and how does it assist the Indian Chapter of CWEF?

Homes for Orphans (or HFO) is an incorporated, charitable, tax-exempt organization in India consisting of five volunteer directors.  HFO acts as an intermediary for CWEF in India.

Who monitors the funds sent by CWEF to HFO for the operations of CWEF?

HFO is registered with the Government of India to receive foreign funds from CWEF.   The Ministry of Home Affairs of the Government of India monitors the funds sent by CWEF to HFO for the operations of CWEF.  The accounts of HFO are maintained and audited in accordance with Government of India directives.

Is there any help that I can give to HFO?

HFO needs new younger friends to get involved as volunteers.  It would be a great help if you can suggest some responsible and dependable friends or relatives in India who can help HFO in future years.

If HFO should cease to exist or become unable to operate, would CWEF be able to recover funds to be used for their charitable objectives in India?

The bank account of HFO for the operations of CWEF is only for the operations of CWEF.  Each year, the funds sent to HFO by CWEF for assisting needy widows are disbursed within 30 days of receipt by HFO.  Therefore, the funds are exhausted before the end of September.  It is also a requirement of the Ministry of Home Affairs of the Government of India that charitable funds be used in the allotted year for the charitable purpose intended.  Therefore, by the laws of India, the funds cannot be allowed to accumulate in this account.

However, if a situation were to arise in a future year such that there were funds in the account and HFO had ceased to exist, then CWEF would requisition the Government of India to transfer these funds to another charitable society that it would designate to act as CWEF’s intermediary in India in place of HFO.  The funds in the HFO account are approved by the government of India for the operations of CWEF only.
